APPA PRIVACY COMPETITION 2007
Terms and Conditions
1. About APPA
APPA is composed of Privacy Authorities from Australia, Hong Kong, South Korea and New Zealand. APPA members participating in the 2007 competition are:

- Office of the New South Wales Privacy Commissioner
- Office of the Privacy Commissioner for Personal Data, Hong Kong
- Office of the Privacy Commissioner, Australia
- Office of the Privacy Commissioner, New Zealand
- Office of the Victorian Privacy Commissioner
2. Entrance Eligibility
To be an Eligible Entrant a person must:
- Be a current resident of Australia, Hong Kong, or New Zealand;
- and, at the time of submitting their entry, be enrolled at a secondary educational institution and, if requested, be able to provide evidence of their current enrolment.
Eligible Entrants must agree to the terms and conditions of the competition to be eligible.
Employees of any APPA organisation and their immediate families are not able to enter.
3. Prizes
1st prize:
- Laptop computer (valued at NZ$2,000) and Prize certificate
2nd prize:
- Voucher* for goods to the value of A$500 (HK$3000, NZ$560) and Prize certificate.
3rd prize:
- Voucher* for goods to the value of A$250 (HK$1500, NZ$280) and Prize certificate
*The type of voucher will be determined by the jurisdiction where the prize winner lives.
4. 1 Entrance Requirements
To enter, Eligible Entrants must submit an original, unpublished piece of writing in any form on the broad topic of “Privacy is your business”. See Background Paper for more detail on the writing topic.
To ensure the competition is accessible to entrants from all APPA regions entries can be submitted in English or Chinese.
4.2 Writing
For the purposes of this competition, “writing” includes, but is not limited to:
- Poetry
- Prose
- Internet blog entries
- Diary entries
- Academic essays and
- Word art.
Entries should be limited to 1,000 words.
4.3 Entry process
- Entries can be submitted by email or post.
- Multiple entries can be made.
- Each entry must be accompanied by a fully completed Entry Form.
- Incomplete Entry Forms will be disqualified.
5. Deadline
Entries close 5PM Friday 3 August 2007
(standard time in relevant jurisdiction). (Entries submitted by mail must be postmarked no later than Friday 20 July 2007).
No extensions will be granted.
No responsibility will be taken for late, lost or misdirected mail or emails.
Entries will not be returned unless requested and a stamped, self-addressed envelope is enclosed with the entry.
6. Copyright and Acknowledgement
By submitting a signed Entry Form, entrants licence APPA and its individual member authorities to use the entry for any purpose connected to the Authorities’ statutory functions.
Writers will be acknowledged in any use of the work. This will normally include the writer’s name.
Where a work is created by more than one person, the form of acknowledgement shall not exceed one name, which may be a group name nominated by the signatory on the entry form.
The work of all winners, finalists and selected other entries may, at the discretion of APPA and its individual member agencies, be displayed in a public exhibition, and/or published in electronic and or hardcopy format.
Entries not used will be destroyed unless requested to be returned in a stamped self-addressed envelope provided by the entrant.
7. Finalists and Prize Winners
The best 10 entries (“Finalists”) as determined by the competition organisers in their absolute discretion will each receive a certificate, which recognises their participation in the competition and their Finalist status.
The First, Second and Third Prize winners will be selected by the judges in their absolute discretion.
The judges of the First, Second and Third Prizes will be the Privacy Commissioners (or equivalent) from each APPA authority participating in the 2007 APPA Privacy Competition.
8. Notification of Winners and resentation of Awards
Prize winners will be notified by telephone and/or mail prior to 26 August 2007.
Prizes will be presented in the country, state or territory where the prize winner/s reside during Privacy Awareness Week 2007 (26 August – 1 September).
The prize winner will be responsible for meeting the related travel and associated costs involved in attending any prize presentation.
An inability to attend a prize presentation will not render an entrant ineligible.
9. Judging Criteria and Decision of the Judges
This is a competition of skill. Chance plays no part in determining the Award recipients. Each entry will be individually judged on the basis of:
- Interpretation of the theme of “Privacy is your business”;
- Clarity of expression; and
- Creativity.
The decision of the judges is final and no correspondence will be entered into.
10. Privacy Statement
The competition conforms with the Privacy Policies of individual APPA agencies. Full copies of these policies are available from the relevant agency website or by contacting the relevant agency direct.
APPA collects the personal information of Eligible Entrants for the purpose of conducting the APPA Privacy Competition.
The information will be stored on secure computer databases, and securely in paper form, and not be made available to any person or body outside of APPA without the express consent of the relevant individual.
Information on the writers will be retained for the purposes of acknowledgement when work/s are used, and in accordance with any relevant local legislation, for example the Victorian Public Records Act.
APPA and its individual agencies may publish in paper and/or electronic form the names and educational details (if applicable) of winners, finalists and selected entrants for the purpose of promoting the competition, APPA and its individual agencies, and an awareness of privacy.
11. Loss or damage
APPA and its individual agencies will not be liable for any loss or damage suffered as a result of participation in the competition, except where liability cannot be excluded by law.
